The dataset lists the deliberations adopted by the deliberating bodies of the Loiret Departmental Council (Permanent Commission and Plenary Session) from 2018.
It complies with the Common Local Data Base (SCDL) standardisation.
In addition to the legal obligations to transmit to the review of legality and publicity of the acts of local authorities defined in the General Code of Territorial Communities, the provision in open data of the deliberations adopted by a local authority must make it possible to improve the transparency of public decisions taken by the various authorised bodies whatever the territorial level in question.
**Collection context:**
The deliberations of the Standing Committees and Sessions are available to the public in official bulletins of the Loiret Department (Bodl) posted at the Hôtel du Département and published on the institutional website “[loiret.fr](https://www.loiret.fr/mon-departement/les-elus-et-lassemblee)”. This meets the legal obligations to publicise the acts of the local authorities defined in the General Code of Territorial Communities.
Making deliberations data available in Open Data is an additional step to improve the transparency of public decisions.
**Collection method:**
This dataset is derived from the following operations:
1) extraction request from the GEDELIB business application;
2) Manual transformation of the “date” fields to the format YYYY-MM-DD according to ISO8601;
3) manual processing adding the data in “VOTE_POUR”, “VOTE_CONTRE”, “VOTE_ABSTENSION” and present in the harvests “Official Bulletin of Loiret” (Bodl);
4) Manual transformation adding Bodl download URLs
Compared to the SCDL schema, the “BUDGET” fields are absent because they cannot be searchable. Also, it was important to add the following fields (the full documentation is downloadable in.csv format):
— TYPE_SEANCE
— DELIB_MATIERE_CODE_N3
— DELIB_MATIERE_NOM_N3
— DELIB_ANNEX
— DELIB_DIR_RED
