Dataset description
The system of registration of applications for social rental housing (“single number”) has been the subject of a major reform by Article 117 of the Law of 25 March 2009 on mobilisation for housing and the fight against exclusion, specified and implemented by the decree of 29 April 2010 (in the OJ of 2 May 2010).
This reform led in 2011 to the establishment in each department, or in the Ile-de-France region, of the National Registration System, which replaces the former application “unique number”.
The aim of this reform is to simplify the procedures of the applicant for housing, to improve the transparency of the allocation process and to better understand quantitatively and qualitatively the characteristics of social rental applications.
With the possibility to submit your application online since April 2015, the website www.demande-logement-social.gouv.fr facilitates the procedures of 500 applicants per day on average. It records 400,000 visits per month and 120,000 applications were submitted between April 2015 and April 2016. In the coming months, the platform will be enriched to allow each applicant to track and feed their “single digital file”. A new “statistics” section provides stakeholders with statistical data on social housing applications.
Launched in April 2014, the internet portal www.demande-logement-social.gouv.fr allows since April 2015 to submit its application for social housing online, to follow it and ensure its renewal. The site also provides access to two other services:
— the directory of counters to which applicants may visit;
— key figures of the social housing of each municipality to better target the municipalities where to concentrate their research.
The “Digital Single File” available in the coming months
In the coming months, the applicant will have the opportunity to consult and feed his own “digital single file” on the platform. With this service, already deployed on an experimental basis in the departments of Nord and Pas-de-Calais, the applicant will only provide once the supporting documents requested by social donors or local authorities when housing is available. For applicants who would not be able to produce these documents in a digital format, the first receiving agency will be responsible for digitising them and placing them in the digital single file. In this way, the file and the supporting documents attached to it will be accessible in a fully secure manner by all the actors likely to intervene on the request.
A new “statistics” section to provide a precise and territorialised inventory of the demand for social housing
The new “statistics” section of the web portal available at www.demande-logement-social.gouv.fr/statistiques allows several thousand sets of statistical datasets relating to social housing applications to be downloaded. The tables generated, easy to use, classify the data according to the characteristics of the housing applications active and/or satisfied at the level of the municipality. Data are available, for example, by family composition, type of housing requested, income level, etc.
In accordance with the “open data” strategy pursued by the government, their publication should enable all housing stakeholders such as local authorities, social housing organisations, building companies, citizens, etc. to obtain an objective, precise and territorialised demand for social housing.
The web portal www.demande-logement-social.gouv.fr is the result of a collaboration between the State and the Social Union for Habitat through the GIP SNE (National Registration System) created by the Alur Law.
