The new generation of Departmental Territorial Contracts (DCT) is the main action taken under territorial solidarity. This programme aims to engage all relevant actors in local development, and in particular municipalities and intercommunalities.
With an amount of EUR 60 million, over the period 2016 to 2021 (EUR 10 million more than the previous generation), it includes four counterparties: 1- The first counterpart concerns social development. Considering that the territories cannot develop economically without progressing socially, the municipalities contribute to the abundance of the Solidarity Fund for Housing (FSL). 2- The second counterpart is materialised by the Social Clause.
It is a practical tool that allows actors to better coordinate and act effectively on the ground. 3- The third counterpart aims to promote the supply of local products in collective catering. 4- The fourth counterpart focuses on opening digital data from communities to the public. This approach, called Dat’Armor, allows citizens to have information about the territories and to use it, for example, for the purpose of creating applications.
