This file offers open data the budget data relating to the first “green budget” annexed to the 2021 Finance Bill.
The report on the environmental impact of the State budget is established by Law No 2019-1479 of 28 December 2019 on Finance for 2020, which provides that the Government shall submit to Parliament, as an annex to the draft Finance Law (PLF), a report on the “environmental impact of the State budget”. The first part of the report, commonly referred to as “green budget”, presents for the first time a rating of the environmental impact of all budget appropriations, capped taxes and tax expenditures.
This file presents, for each of these components of the state budget presented in the annual performance programmes, the ratings selected according to six environmental axes:
\- the fight against climate change: climate mitigation axis;
\- adaptation to climate change and prevention of natural risks: climate adaptation axis;
\- water resource management: water axis;
the circular economy, waste; prevention of technological risks: waste axis;
\- the fight against pollution: pollution axis;
\- biodiversity and the protection of natural, agricultural and forestry areas: “biodiversity” axis.
This rating may be favourable (+ 1), neutral (0) or unfavourable (-1).
The methodological conventions adopted are detailed in the report (pages 11-14):
