The Territorial Planning Directive (DTA) is a planning document for the priorities of the State’s actions for 20-25 years. It is prepared on the initiative and under the responsibility of the State in consultation with local and regional authorities. The Territorial Directive for the Development of the Loire Estuary was approved by Decree No 2006-884 of 17 July 2006 and published in the Official Gazette of 19 July 2006. It lays down, on its perimeter, the fundamental guidelines of the State in terms of planning and the balance between the prospects for the development, protection and development of the territory.
The Loire estuary was chosen in 1996 to be part of the first 5 experimental Territorial Planning Guidelines (TLDs), the process of which was initiated pursuant to Article 4 of the Law of 4 February 1995 on guidance for the planning and development of the territory.
Origin
The green frame of the DTA consists of the following layers formed by aggregation of different environmental zonings:
* Natural areas and exceptional protected landscapes: Natura 2000 sites (Special Protection Areas, Proposals for Sites of Community Interest), L146-6, classified sites, National Natural Reserves, Voluntary Nature Reserves, Biotope Prefectural Protection Orders, Nantes to Brest Canal and Gâvre State Forest;
* Exceptional natural areas and landscapes to protect: Areas Important for Bird Conservation, Significant Woodland Areas and Projects for the Extension of Classified Sites (excluding Type I Exceptional Areas)
* Natural spaces and landscapes with a strong heritage interest: ZNIEFF of 1st generation, urbanisation cuts and others (except exceptional), Canal de Nantes to Brest, Erdre...
