The five-year study “Energy expenditure of local authorities” focuses on consumption, CO2 emissions and energy expenditure of municipalities, and their Clean Tax Groups for their assets.
This study, carried out in partnership with the Caisse des Dépôts, the National Federation of Granting and Regulators (FNCCR), the Association des Ingénieurs Territoriaux de France (AITF) and the network of CEPs (Shared Energy Advisors), has as its main objectives to know energy consumption and expenditure in 2017, and the associated CO2 emissions, and to assess the evolution of the heritage consumption of these local authorities in 5 years (2012-2017).
It notes that although the fall in energy prices and the increase in competition led to a 5 % reduction in cyclical bills over the period 2012-2017, energy consumption increased by 4 %.
The survey was conducted in metropolitan France and in the DOM (Guadeloupe, Martinique, Guyana, Réunion, Mayotte) with:
Metropolitan municipalities with more than 500 inhabitants, excluding Paris, Lyon and Marseille, all the municipalities of the DOM,
Groups of municipalities with own taxation (urban communities, urban communities, metropolitan areas, communities of municipalities), with at least one municipality with more than 500 inhabitants.
Inter-municipal structures or mixed trade unions paying on their own bills for water and sanitation services or waste treatment,
Energy unions directly responsible for the payment of public lighting.
Energy management in the community is questioned.
Expenditure and consumption relate to:
Buildings,
The fuel of vehicles,
Public lighting.
This expenditure is differentiated by type of energy (electricity, gas, fuel oil, wood, heat grid, other ENR...)
