Essential public order data — consolidated files

[The Order of 14 April 2017](https://www.legifrance.gouv.fr/eli/arrete/2017/4/14/ECFM1637256A/jo/texte), as amended by [the Decree of 27 July 2018](https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000037282994&dateTexte=&categorieLien=id), entered into force on 1 October 2018, and with it the obligation for 70 000 French public buyers (collectivities, ministries, public hospitals, etc.) to publish the essential data of their public contracts on their buyer profile. In order to facilitate the consumption of this data at the national level, we have developed [Scripts](https://github.com/etalab/decp-rama) to collect, process and publish this data centrally, in [regulatory formats](https://github.com/etalab/format-commande-publique).
