Dataset description

Quarterly data on the amount of exceptional private sector premiums, the number of establishments concerned and the number of employees receiving, at the whole French level, by type of premium (Pepa and Covid). ► _[DATE](https://open.urssaf.fr/explore/dataset/planning-de-mise-a-jour/table/?sort=date_de_mise_a_jour)_: end of trim. + ~70 days. _Source_: DSN (Nominative Social Declarations) _Champ_: Private sector, scope of quarterly employment estimates (ETE). _Depth_: since the fourth quarter of 2018. _Methodological details_: ‘Exceptional premium’ means the exceptional purchasing power premium introduced on 24 December 2018 as part of the economic and social emergency measures (‘Pepa’ premium) or the premium implemented in connection with the health crisis Covid-19 (the so-called ‘Covid’ premium). \- Establishments paying an exceptional premium must, in principle, declare in the Nominal Social Declaration (DSN) the total amount of premiums paid (so-called aggregated data) and split it down by the employee concerned (so-called “individual data”). In some cases, only individual data or aggregated data are reported. The methodological choice on which the calculation of the overall premium amounts is based (see other sets on exceptional premiums) is to prioritise the individual amounts declared, and to take into account the aggregate amount, if any, where the individual data are not given. The ** coverage rate of individual data** indicates the share of individual data amounts in the total amount. In the order of 95 % in 2020 and 2021, it was 87 % in 2019 (private ETE field). **In view of the differences in coverage rates, caution should be taken with regard to comparisons of the number of employees, as well as the amounts derived from individual data.** \- Data are divided into 3 fields: the private sector of ETAs, the private non-ETS sector and the public sector. [The ETS field](https://www.urssaf.org/home/observatoire-economique/sources-et-methodologie/methodologie/champ-concurrentiel.html) corresponds to the scope of the private sector chosen in the Urssaf shortterm publications on employees and wage bills. It is defined in partnership with INSEE and Dares as part of the Quarterly Employment Estimates (ETE). It is outside the agricultural sector (AZ), excluding extra-territorial activities (UZ) and outside Mayotte.
