Expenditure of the Executive and Cabinet of the Hauts-de-France Regional Council (2016-2021)

The regional majority wishes to publish annually the elements of the community’s catering, travel and transportation costs in order to be most transparent about the costs incurred by community officers and elected officials. The so-called cabinet board was created in May 2016, in accordance with Article L 4225-1 of the General Code of Territorial Communities, which provides for its creation, in order to pay the costs of catering, travel and transport of the President of the community as well as the Director of Cabinet and the Chef de Cabinet. This tool was created at a time when mistrust of elected officials and the functioning of communities was particularly strong and demonstrates the absence of abuse in this area. Each month, expenditure is targeted and validated by the public accountant, belonging to the Regional Directorate of Public Finance. On the other hand, persons benefiting from the scheme do not receive any reimbursement of expenses on the various items referred to above, such as other employees in the community or employees in any private enterprise.
