Flood markers are marks and/or inscriptions on a public or private building wall, building, bridge pile, lock... materialising the level as well as the date of the highest water hit by a flood.
Flood markers are part of the heritage of flood knowledge and make it possible to leave material traces to raise awareness, maintain and transmit a collective memory of the floods of a watercourse. Poor knowledge of the flood phenomenon often leads either to minimise the risk by forgetting past events, or to mystify an ancient flood, which left terrible memories, because no data, source or reference made it possible to relativise it.
Since 30 July 2003 (Art. L 563-3 of the Environmental Code), the municipalities have the legal obligation to carry out an inventory of flood markers existing in the communal territory and to establish benchmarks corresponding to historical floods, exceptional new floods or marine submersions.
The general principles relating to the location and distribution of flood markers are specified in Articles R 363-11 to 15 of the Environmental Code.
