## Investigations
Inherited from the “State Startup” method of the beta.gouv network, an investigation is the first methodological step in building a digital public service. It consists of identifying a public policy issue, designing a first prototype solution and testing it in contact with the public it targets by systematically realising a measure of its impact.
The Territorial Incubator proposes to adapt this methodology to the specific context of local and regional authorities in order to apply to the design of public services in the broad sense and to meet the needs, including non-digital ones, expressed by the territories.
Over a period of 12 weeks, the investigation brings together one or more public agents, accompanied by a coach, specialist in service design. It is sometimes conducted and financed entirely by the Territorial Incubator and the partner community or in full or partial autonomy by local incubators who are members of the Territorial Incubator Network.
