Action Cœur de Ville, established on the city of Saint-Lô
**Collection context**
222, this is the number of cities selected under the national plan “Action heart de ville”, and announced by Jacques Mézard, Minister of Cohesion of the Territories on 27 March 2018, in Châtellerault (Vienna). The CGET shall coordinate this extensive mechanism: the revitalisation of the centres of these cities will benefit from more than EUR 5 billion, mobilised over five years. Almost a quarter of the French population lives in an average city.
Housing, commerce, job creation, transport and mobility, educational, cultural and sporting offers, quality of teaching sites, development of the use of digital tools...: the “City Heart Action” plan aims to restore attractiveness and dynamism to the centres of these cities. To this end, the CGET will endeavour to ensure that the plan is cross-cutting: it will ensure the involvement of all the necessary actors in projects integrating all aspects of revitalisation of city centres (habitat, shops, transport, etc.)
In all regions, in metropolitan France and overseas, 222 medium-sized cities were selected to prepare their development projects this spring.
Built around a territorial project, the revitalisation actions will be part of a convention. It will engage both the municipality and its intercommunity and the public and private partners of the plan around five structuring axes for the attractiveness of medium-sized cities:
• rehabilitation-restructuring of housing in the city centre;
• balanced economic and trade development;
• accessibility, mobility and connections;
• development of public space and heritage;
• access to public facilities and services.
Launched in December 2017, this plan meets a dual ambition: to improve the living conditions of the inhabitants of medium-sized cities and to strengthen the role of the latter as a driving force for the development of their territory. (Re)read our article (15/12/2017).
It is implemented with local and regional authorities by federating partners (National Housing Agency, Housing Action Agency, Caisse des dépôt, etc.), both at national and local level.
The role of the CGET: it is responsible for the coordination of the whole system and the facilitation of the national technical committee. The CGET, together with the relevant state services and partners, will set up a platform of resources and exchanges around the Action Plan Heart of City, dedicated more broadly to the exchange of good practices and the linking of projects in medium-sized cities.
