The population data published by INSEE enter into force on 1 January; they are based on the administrative divisions as of 1 January of the previous year (N-1) and on the census for the year N-3. This dataset contains data on the legal populations of the departments for the year 2020.
These populations are available for the various administrative districts on 1 January of the year preceding the entry into force, within their territorial limits on that date:

The results of the renovated censuses compare correctly with each other only over periods of at least 5 years apart. For a shorter period, it is strongly advised not to compare two censuses.
