The Industry Territorial Program was launched by the Prime Minister in November 2018 at the National Council of Industry. The 148 “Industry Territories” identified are intercommunities, groups of intercommunities or groups of municipalities — located in rural areas, peri-urban areas, small and medium-sized cities — which have a strong identity and industrial know-how and where all actors, in particular businesses and local authorities, are mobilised for the development of industry.
For these territories, four issues were identified: recruit, innovate, attract projects and simplify. Today they lead the actions taken at the local level and carried in each project by a binomial (one elected and an industrialist).
Within these territories, the Bank of the Territories is involved in both engineering and investment. Each year, it invests nearly EUR 100 million in industrial projects in the industrial territories.

The dataset made available lists the municipalities belonging to these industrial territories which were decided at the end of 2020. The wording of the 148 territories shall be indicated and associated with the public institutions for inter-communal cooperation (EPCI) which they comprise and the municipalities covered by them; 15,788 municipalities are associated with these 148 industrial territories.
