The Lamy law on programming for the city and urban cohesion of 21 February 2014 identified 1514 Priority District of the City (QPV). This law is part of the urban cohesion policy, which aims in particular to reduce inequalities in disadvantaged neighbourhoods.
It is conducted by the State and its departments; the Caisse des Dépôts (Bank of the Territories) is the operator that carries this program in both engineering, loan and investment.
The dataset lists all QPVs; they are distributed throughout France (France Métropolitaine + Overseas Departments and Regions) and replace sensitive urban areas (Zus) and urban social cohesion (CUCS) districts from 1 January 2015.
