The Local Habitat Programme (LHP) is a medium-term orientation and programming document (5 years), which defines a habitat policy on a “relevant” geographic scale, usually the agglomeration or habitat basin, and ensures consistency with all urban policies: spatial planning, economic and social development, land action, operational planning and displacement.Developed by elected officials, the PLH defines, on the basis of an analysis of the functioning of the local housing market, the principles, objectives and actions of a policy aimed at meeting housing needs and promoting social diversity by ensuring a balanced and diversified distribution of housing supply within the agglomeration.It may be contracted with the State and other partners on the objectives and means of action necessary for its implementation.
