Dataset description
The ELAN law of 23 November 2018 offers the possibility to implement the rent management.
Given the tension observed for several years on the private rental market, the Métropole de Lyon wanted this device to be tested in Lyon and Villeurbanne.
A reference rent is fixed each year by the Prefect on the basis of rents recorded by the local rent observatory, which is itself approved by the Ministry. This reference rent depends on the location of the dwelling, its year of construction, the number of rooms and the character of the housing or not.
