Dataset description
The Permanent Equipment Base (BPE) is a statistical database maintained by INSEE which lists a wide range of equipment and services, whether marketed or not, accessible to the public throughout France on January 1st of each year.
In 2020, it covers 188 different types of services and equipment, divided into seven main areas: services to individuals, businesses, education, health-social, transport-travel, sports-leisure-culture and tourism.
The BPE is built from various administrative sources. It collects data on points of access to services for the population, or “equipment”, located at geographical levels. municipalities, sub-communal territories (Iris) and coordinates (x,y) for most types of equipment.
The data represented here concern certain shops, services and administrations in Seine-Maritime in 2020, by intercommunality, commune and type of equipment. It is possible to filter the data to display only one type of equipment (see the tab “[online help](https://www.opendata76.fr/pages/aide-en-ligne)”) or a municipality.
This data is also available for download on this site. Finally, an interactive table is proposed allowing the database to be consulted by inter-community, common and type of equipment.

This site, led by the National Agency for the Cohesion of Territories, proposes many territorial indicators, including an indicator of the levels of equipment and service centres, resulting from the work of the study "Centralities: how do I identify them and what roles in local and intercommunal dynamics?" which was carried out by INRAE-CESAER in partnership with the ANCT in 2019.
The method used to identify centres from the diversity of shops and services is that of mixed automatic classification. This typology was carried out on the municipalities of Metropolitan France 2019 and from the permanent base of equipment of INSEE 2017.
