At the request of the National Assembly, the Court conducted an investigation into a methodological approach to the costs of justice. Despite increasing resources since 2013, the performance of judicial courts has deteriorated overall. The tools for measuring activity and allocating resources at the disposal of the Ministry prove inadequate, and the work carried out on the workload of magistrates is insufficiently exploited. The Court recommends the development of an integrated steering tool to better describe and measure activity in jurisdictions and to better allocate the resources necessary for their operation. The Court studied the methodologies developed by administrative courts, the hospital sector and especially foreign judicial systems. The latter, in particular, could inspire the French judicial courts. The Court makes nine recommendations.
