Middle Contracts — Martinique

An environmental contract (usually a river contract, but also a lake, bay or tablecloth contract) is a technical and financial agreement between relevant partners for global, concerted and sustainable management on the scale of a coherent hydrographic unit. With the SAGE, the environmental contract is a relevant tool for the implementation of SDAGEs and programmes of measures approved in 2009 to take into account the objectives and provisions of the framework directive on water. It can be an operational declination of a SAGE. C' is a programme of voluntary and concerted actions over 5 years with contractual financial commitment (designation of supervisors; project, method of financing, deadlines of work, etc.). These contracts shall be signed between the partners concerned: prefect(s) of department(s), water agency and local authorities (general council, regional council, municipalities, inter-communal trade unions, etc.). The river (or bay) committee is set up by prefectural order to pilot the; development of the contract that it animates and that it follows.
