The dataset lists the municipalities with a local advertising regulation (RLP) in Lorraine.
The law of 12 July 2010 on the National Commitment for the Environment and the decree of 30 January 2012 profoundly amended the regulations on advertising, signs and pre-brands.The main objectives of this reform are to improve the living environment and combat visual nuisance while respecting freedom of expression.
This reform provides a more restrictive framework for advertising devices while allowing the development of new media and redefining competences in the field of education and police, between the State and the municipalities.
Indeed, it is now the existence of a Local Advertising Regulation (RLP) in the communal or inter-municipal territory that determines the competent authority for the investigation and police of advertising.
The RLP is a regulatory document for the planning of advertising posters in the communal or intercommunal territory.
Within agglomerations, except in absolute prohibition zones, the RLP defines one or more zones where regulation is more restrictive than the requirements of the national regulation.
In some cases, the RLP makes it possible to reintroduce advertising in places where it is in principle prohibited, by delimiting perimeters corresponding to those spaces and by laying down the requirements applicable to advertising devices being authorised there.
The mayor then becomes competent to issue authorisations and in matters of repressive police.
When the municipalities do not have an RLP, the competent authority returns to the prefect of department.
