The Territorial Development Directive (DTA) is a planning document for the priorities of state action for 20-25 years. It is prepared on the initiative and under the responsibility of the State in consultation with local and regional authorities. The Territorial Directive for the Development of the Loire Estuary was approved by Decree No. 2006-884 of 17 July 2006 and published in the Official Journal of 19 July 2006. It lays down, within its scope, the fundamental guidelines of the State in terms of planning and balancing the prospects for development, protection and development of the territory.
The Loire estuary was chosen in 1996 to be part of the first 5 experimental Territorial Development Directives (DTAs), the process of which was initiated pursuant to Article 4 of the law of 4 February 1995 on guidance for the planning and development of the territory.

The green frame of the DTA consists of the following layers consisting of the aggregation of different environmental zonings:
— Protected natural areas and exceptional landscapes: Natura 2000 sites (Special Protection Areas, Proposals for Sites d' Community Interest), L146-6, classified sites, National Nature Reserves, Voluntary Nature Reserves, Biotope Prefectural Protection Orders, Canal from Nantes to Brest and Gâvre State Forest;
— Natural spaces and exceptional landscapes to protect: Areas Important for the Conservation of Birds, Significant Wooded Areas and Projects; Extension of Classified Sites (excluding Exceptional Type I Areas)
— Natural areas and landscapes of great heritage interest: 1st generation ZNIEFF, urbanisation and other cuts (excluding exceptional), Canal from Nantes to Brest, Erdre...
