This layer geolocates the various priority districts and watch over the agglomeration community. The priority districts of the city policy are intervention territories of the Ministry of the City, defined by the programming law for the city and urban cohesion of 21 February 2014. Their list and outlines were developed by the General Commissioner for Territorial Equality. The identification of priority districts was carried out on the basis of the carroyed data of INSEE. Active watch districts (ALQs) are part of the priority geography but have not been identified by the state on the basis of the single per capita income criterion. They therefore have a status less priority than the neighbourhoods of the city policy (QPV) and benefit from fewer resources. The classification is based on age structure, income, households, housing area.
