The Flood Prevention Action Programmes (PAPIs) were launched in 2002. They aim to promote integrated flood risk management with a view to reducing their harmful effects on human health, property, economic activities and the environment.
A tool for contracting between the state and the local authorities, the PAPI system allows the implementation of a comprehensive policy, designed at the scale of the risk basin. The new PAPI call for projects is intended to maintain the momentum created by the first call for projects in 2002. It is also a transitional mechanism to prepare for the implementation of the Flood Directive (DI). It is therefore based both on previous PAPI projects and on the outcome of it and on the future framework of flood management policy as defined by the ID. Thus, some modalities of the new PAPI approach present a strong novelty compared to the previous call for projects PAPI.
Projects applying for the PAPI labeling will be examined by a partner committee at national or local level, including representatives of the state and local authorities. This process is part of a permanent call for projects and no longer as part of a single call for projects.
