This dataset contains the perimeters of municipalities belonging to a local Habitat Program (PLH) on the Nouvelle-Aquitaine region.
ATTENTION: this dataset is not exhaustive on the perimeter of Nouvelle-Aquitaine, it concerns the perimeters of the communes of the former Aquitaine region.
The PLH defines the policy of housing in an intercommunal territory. It aims to meet housing needs
(social or not, rental or not), to promote social diversity by ensuring a balanced and diversified distribution of the supply;
in housing within an intercommunal territory and indicates the means to achieve it. Its specific procedure
implies that it is carried only by an EPCI with PLH competence in association with the State. A local programme of
L' habitat usually lasts six years. The Molle Law of 29 March 2009 modifies the scope of the PLH by making it much more
operational and requires the EPCI to detail the objectives of the municipality.
The programme engages the State, municipalities, intercommunalities and, where appropriate, delegated general councils
stone aids. The actions are implemented by the operators: social housing organisations, operators
private professionals, occupant owners or landlords.
For other territories with no PLH competence (e.g. a country), the Habitat framing study establishes the
territorial diagnosis of habitat and can then be used for the development of a future PLH.

This JDD was created on the perimeter of the Nouvelle-Aquitaine region during the heritage harmonisation project in July 2016.
