A SAGE is a planning document for the management of water at the <#x27; scale of #x27; a coherent hydrographic unit (water basin, aquifer...). It sets general objectives for the use, development, quantitative and qualitative protection of water resources. It must be compatible with the SDAGE (Director of Water Management and Management).
The scope and time frame within which it is drawn up shall be determined by the SDAGE; otherwise, they shall be decided by the prefect(s), if necessary on a proposal from the local authorities concerned.
The SAGE is established by a Local Commission of Water (CLE) representing the various actors of the territory, subject to public inquiry and is approved by the Prefect. It has a legal scope: the regulation and its map documents are enforceable against third parties and decisions in the field of water must be compatible or made compatible with the plan d' sustainable development and management (PAGD) of water resources.
Urban planning documents (territorial coherence scheme, local plan of #x27; urban planning and communal map) must be compatible with the protection objectives defined by the SAGE. The departmental career plan must be compatible with the provisions of the SAGE.
The perimeters of the SAGEs correspond to one or more reference hydrographic units or part of a hydrographically consistent reference unit.

— preparation (prefectural decree approving the &quot;SAGE &quot;)

__Origin__
The procedure of the concerted development zone has, from its origin, the land law of 1967, always known a great interest in the department of Seine-saint-Denis, both on the part of the State, until the laws of decentralisation of 1983, and those of the municipalities of the department thereafter.
Much of the urbanisation and urban renewal of this department took place through this procedure.
However, since 2000, the Act on Urban Solidarity and Renewal has significantly changed the ZAC regime. In particular, it deleted the area development plan (PAZ), which constituted a specific urban planning document within the perimeter of the ZAC. The ZAC urban planning project is now included in the local urban planning plan (PLU), in order to better integrate it in its context.
