The Territorial Energy Climate Plan (TEP) is a territorial sustainable development project whose primary objective is the fight against climate change. Established by the National Climate Plan and incorporated by the Grenelle 1 and 2 laws, it constitutes a framework of commitment for the territory. The ETCP has two objectives: mitigation means limiting the impact of the territory on the climate by reducing greenhouse gas (GHG) emissions from the perspective of factor 4 (dividing these emissions by 4 by 2050); adaptation is about reducing the vulnerability of the territory since it is now established that the impacts of climate change can no longer be fully avoided. The ETCP is part of the community’s political project. If a local Agenda 21 pre-exists, the PCET strengthens its Energy-Climate component. Otherwise, the ETCP can be the first part of a future Agenda 21 (DREAL Nord — Pas-de-Calais)
