The European Directive 2002/49/EC on the assessment and management of environmental noise aims to assess the exposure to noise in the Member States in a harmonised manner. It defines them as data representations describing a sound situation according to a noise indicator, indicating exceedances of limit values, the number of people exposed.
Noise cards have no prescriptive character.
These are informational documents which are not enforceable at the legal level. As graphic elements, on the other hand, they can complement a local urban planning plan (PLU).
As part of an urban travel plan (UDP), maps can be used to establish reference states and target areas where better traffic management is needed.
Carried out pursuant to Article 3-II-1-b of the decree of 24 March 2006 the map represents the areas affected by noise defined in the prefectoral noise classification stops.

__Origin__
The noise levels emitted by a given infrastructure during an average day are evaluated using numerical models producing isophone curves translated into noise zones,
according to the index recommended for all modes of transport at European level, namely the Lden index and the Ln index. Strategic noise maps aggregate or translate these noise zones
according to the type of strategic noise map, i.e. maps d' exposure to noise, areas affected by noise, maps for exceeding limit values, and maps d' known or foreseeable evolution
noise level. Strategic noise maps, regulatoryly approved by the Prefect, must be re-engineered and revised every 5 years. Updates to strategic noise maps
must cover several aspects of the acquisition, data processing and publication of results: — with the correction, if applicable, on the date N+ 1, of the errors made when establishing the
documents on date N, — with the addition of all new data (new lanes, new buildings...) created between date N and date N+ 1.
