In general, the stakes are people, property, activities, elements of cultural or environmental heritage, threatened by hazards and likely to be affected or damaged by it. The sensitivity of a hazard issue is called “vulnerability”.This class of ' object aggregates all the issues that have been taken into account in the PPR study. An issue is a dated object whose consideration is based on the object of the PPR and its vulnerability to the hazards studied. A PPR issue can therefore be taken into account (or not) depending on the type or types of hazard treated. These elements form the basis of knowledge of the soil required for the Â#x27; the development of the PPR, in the zone d’#x27; study or near it, at the date of the issue; analysis of the issues.The data from #x27; issues represent a photograph (fixed and non-exhaustive) of assets and persons exposed to hazards at the time of #x27; development of the risk prevention plan. This data is not updated after PPR approval. In practice they are no longer used: the stakes are recalculated as needed with up-to-date data sources.

The modified EL9 servitude in the Pyrénées-Orientales has been the subject of several prefectoral decrees since 2001. These by-laws are accompanied by plans that identify the route of the servitude on the parcels concerned.
Some discrepancies between the plans attached to the by-laws and the actual route of the servitude can be observed. They usually result from on-site adaptation, linked to security issues (land instability, collapse, cliff ridge retreat...), or allowing a better consideration of wildlife and floristic issues.
