In general, the stakes are people, property, activities, elements of cultural or environmental heritage, threatened by hazards and likely to be affected or damaged by it. The sensitivity of #x27; an issue to a hazard is called “vulnerability”. This class d' object includes all the issues that have been taken into account in the PPR study. An issue is a dated object whose consideration is based on the object of the PPR and its vulnerability to the hazards studied. A PPR issue can therefore be taken into account (or not) depending on the type or types of hazard treated. These elements form the basis of knowledge of the soil required for the Â#x27; development of the PPR, in the zone d’#x27; study or near it, at the date of #x27; analysis of the issues. The data of #x27; Issues represent a photograph (fixed and not exhaustive) of assets and people exposed to hazards at the time of #x27; development of the risk prevention plan. This data is not updated after PPR approval. In practice they are no longer used: the stakes are recalculated as needed with up-to-date data sources.
__Origin__
Three genealogies are possible to obtain the constitutive dataset of a PPR:
— L#x27; preparation of the PPR has taken place a posteriori of the publication of this standard. The master of the PPR was able to take into account the technical specifications of the PPR standard from the start of the procedure.
— The development of the PPR and the publication of this standard are concurrent. The geographical data had to be the subject of a “hot” standardisation during the procedure, taking advantage of the knowledge of all stakeholders in the file.
— Publication of the standard took place after the adoption of the PPR procedure. The master responsible for managing the PPR decided to take over the file to produce the data in COVADIS format. This production may include the retrieval of pre-existing geographical data as a part of digitisation. This metadata may be usefully supplemented by the characteristics specific to the datasets obtained by indicating whether the quality recommendations (B.4) of the standard have been complied with or possibly measured, and specifying any technical limitations caused by the procedure used.
