On 13 June 2016, the Court of Auditors published a report on policies to combat harmful alcohol consumption. Alcohol consumption is a sensitive topic in France, because alcohol is associated with festive events, lifestyles and culture. This social and cultural heritage, reinforced by economic challenges, induces a general tolerance towards alcohol consumption, which largely explains the difficulty in defining and implementing an integrated health and safety policy over time.
The Court of Auditors conducted an evaluation of policies to combat harmful alcohol consumption aimed at analysing consumption trends and the state of scientific knowledge on risky behaviours, and assessing the effectiveness of the main levers of public action and the limitations of policies carried out. According to its investigation, the Court calls for collective awareness and proposes a framework for action in the pursuit of more assertive objectives.
