Preparation and implementation of the recovery plan

The health crisis of 2020 led to a contraction in French GDP of 8 % — the strongest since 1946 according to INSEE. In addition to the support measures, the government put in place a EUR 100 billion recovery plan in autumn 2020 (including EUR 39.4 billion supported by the European Union), with the aim of rapidly recovering the level of pre-crisis economic activity and contributing to the transformation of the economy. Carried out at the request of the Senate Finance Committee, today’s report examines the preparation, content and implementation, carried out by a plurality of actors (state, public bodies and local and regional authorities).
