Scope of the Public Services for Local Employment (SPEL) Since 1 July 2016 a new organisation of the Public Service for Local Employment (SPEL) has been set up in the Hauts-de-France region associating state and region. A SPEL is composed of all local actors in the field of employment, training and vocational guidance with the task of coordinating policies in these areas. Its main roles are to identify problems specific to the territory, its needs in terms of employment and training and to provide a response tailored to the needs and difficulties of enterprises.
