This reference framework for the digital transformation of Higher Education and Research (ESR) proposes to put in coherence different actions so that digital is the lever for a global transformation at the level of an institution or a site. It allows a double reading: both [operational](https://data.enseignementsup-recherche.gouv.fr/pages/referentiel_de_transformation_numerique/#polarites) (by polarity of action) and [strategic](https://data.enseignementsup-recherche.gouv.fr/pages/referentiel_de_transformation_numerique/#valeurs) (by value on which an institution or site wishes to position its strategy).
This repository can thus serve different uses depending on the identity and situation of each actor. Its main objective is to help institutions develop, consolidate and adapt their unique digital strategy scenario based on a common framework.
This framework is the result of a reflection led by the [National Digital Council](https://cnnumerique.fr/) at the request of Thierry Mandon, Secretary of State in charge of Higher Education and Research, and a collaborative work with the actors of the ESR. The initial version of the repository, reissued in May 2016, was the subject of a series of workshops bringing together the [CPU](http://www.cpu.fr/), the [CGE](http://www.cge.asso.fr/), the [CDEFI], actors from the third sector and edtech.
