Pension reforms since 2003 have helped to change the retirement characteristics of civil servants. Between 2002 and 2015, the average age of new retirees at retirement increased by 2.8 years in the civil civil service as a whole: + 2.6 years in the civil civil service, + 4.1 years in the hospital civil service and + 1.8 years in the territorial civil service.
This increase has been accompanied by an increase, since its introduction in 2005, by beneficiaries of an overweight pension increase, despite the increase in the length of time required to receive a full-rate pension. Conversely, the share of pensions minused by haircut has been decreasing since 2009.
Active class staff more often liquidate their pension with a discount than sedentary staff. In 2015, the discount applies to 9 % of new retirees among the sedentary civil civil service, compared with 17 % among the employed.
