The SAGE is a planning document aimed at ensuring balanced management of the water resource. In particular, it determines the general objectives for the use, development and protection of water resources and aquatic environments in quantitative and qualitative terms. It can cover both surface water and groundwater. The SAGE consists of a Sustainable Development and Management Plan (SMP) for the water resource and a regulation.
The PAGD contains guidelines and provisions that can be applied to all administrative decisions taken in the water field. The Regulation, for its part, contains rules designed to regulate the use of water.
The preparation of the SAGE is entrusted to the Local Water Commission and is based on a process of consultation. This includes elected representatives, representatives of the consular chambers and environmental protection associations, as well as representatives of the State services.
The SAGE must be compatible with the SDAGE.
