The Natura 2000 network comprises two types of regulatory areas: special Protection Areas (SPAs) and Special Conservation Areas (SPCs). The Special Areas of Conservation (SACs) are aimed at the conservation of the types of habitats and animal and plant species listed in Annexes I and II of the European Directive " Habitats" of 21/05/1992. To designate the SACs, each Member State sends its proposals to the European Commission, in the form of pSICs (Proposal for a Site d' Community Interest). After approval by the Commission, the pSIC is listed as a Site of Community Interest (SCI) for the European Union and is integrated into the Natura 2000 network. A ministerial order then designates the site as ZSC.
