Table of the intervention llinear of the SPC Meuse-Moselle which is cut into 17 sections, these sections have been determined according to their hydro-meteorological coherence, the administrative divisions for crisis management (departmental boundaries) and the national homogeneity of the scheme (validation by SCHAPI).
On the linear d' intervention by the State, the SSCs develop and transmit the information on floods, as well as their prediction when possible, using the national “raw alert” device.
__Origin__
Act No. 2003-699 of 30 July 2003 on the prevention of technological risks and
natural and damage repair (coded in articles L564-1 to L564-3 of the code
environment) entrusts to the State the organisation of monitoring, forecasting and transmission
information on floods.
L' State is intended to take care of the monitoring, forecasting and transmission of
L' information on river floods and estuarine areas when:
— there are important public safety issues that justify mobilisation
the means necessary for forecasting floods;
— the number of municipalities concerned is significant, justifying the pooling of the schemes;
— the technical feasibility of monitoring but also forecasting floods is ensured.
L' State n' therefore, does not monitor floods over the entire linear of watercourses of the
pelvis. Smaller tributaries and upstream linear of larger water courses are not included
in the linear state intervention.
The SPC Meuse-Moselle, under the authority of the prefect of the Lorraine region, implements the
provisions of this Regulation for the monitoring, forecasting and transmission of n°#x27; information on
the floods.
This organisation is defined, in the Rhine-Meuse basin, by the master plan of
flood forecasting (SDPC), decided by the prefect coordinator of the basin on 28 February 2012 and, at
national level, by the Decree of 4 June 2013 attributing to certain decentralised services or
public institutions have interdepartmental competence in flood forecasting.
