The Court of Auditors publishes its report on the State budget in 2017, together with 66 analyses of budget implementation.
The 2017 execution was marked by higher economic growth than the original Finance Law (LFI) provided. Despite the consequent sharp increase in revenue, the deficit was only slightly reduced due to an almost equivalent increase in expenditure. This is the result, on the one hand, of the choice made in the LFI to increase expenditure by EUR 5.9 billion (with constant scope) and, on the other hand, from the need to remedy during the year the risks identified by the Court in June 2017, linked in particular to the under-budgeting, which materialised to the tune of EUR 6.4 billion.
The implementation of the State budget in 2017 also highlights several risks and weaknesses affecting the quality of management and its compliance with the main budgetary principles.
