The Staff State is an annex to the models used for the regulatory presentation of the original budget and the administrative account. This annex is laid down in the budgetary and accounting instructions M14 for the Municipality and M52 for the Department. It lists all existing or newly created community jobs (municipal or department), corresponding to the budgets voted or recorded.
Although the regulations require updating the job chart only once a year, at the time of the budget vote, a community must be able to refer to an up-to-date table throughout the year, depending on the different job creations, deletions or changes. Each update must be dated and kept. It may be annexed to each deliberation establishing, abolishing or modifying a post, or may simply be amended without adoption by the legislative body.
The presentation of the documents has been improved over the course of the budgets some clarifications have been made: transition from FTE to ETPT (see definitions below) from AC 2013, detail between full time and incomplete for budget staff; and between incumbents and non-holders for filled staff; from the 2012 AC, presence of the staff in Title IV. Budget and non-holder staff are included in the data as of the 2013 AC.
