The European Directive 2002/49/EC on the assessment and management of environmental noise sets out a common approach for all Member States of the European Union to avoid, prevent or reduce as a matter of priority the harmful effects of exposure to environmental noise.
It was transposed into French law by order, ratified by the law of 26 October 2005 and is now included in the Environmental Code.
This approach is based on a mapping of noise exposure, population information and the implementation of the Environmental Noise Prevention Plan (PPBE) at local level.
Articles L572-1 to L572-11 and R572-1 to R572-11 of the Environmental Code define the competent authorities for issuing noise maps and environmental noise prevention plans.
As regards the major road and rail infrastructure of the national network, noise maps and PPBEs are drawn up by the Prefect, in accordance with the conditions specified in the circular of 7 June 2007 on the preparation of noise maps and plans for the prevention of environmental noise and by the instruction of 23 July 2008.
In the light of the circular of 7 June 2007 on the development of noise maps and plans for the prevention of noise in the environment, noise maps are to be drawn up for large infrastructure and in large agglomerations. This includes:
— roadways used by more than 8200 vehicles/d
— railway tracks with more than 82 train crossings/d
— agglomerations with a population of more than 100 000

These data are the result of selection, merging, and then assembling cartographic data from 'a choice of studies and inventories conducted in the Champagne-Ardenne region until 2015;
They were supplemented by data from the chamber d'agriculture de Haute-Marne (until October 2018) and by data from DDT52 to #x27; occasion of field visits as part of the mapping of water courses. They will be completed as new knowledge is acquired.
These studies and inventories are based in particular on:
— mapping of actual wetlands identified by the criteria listed in the Ministerial Decree of 24 June 2008 as amended by the decree of 1 October 2009 and of which the delimitation scale is sufficiently precise under that decree;
— maps of wetland habitats listed in the Ministerial Order of 24 June 2008 as amended by the Order of 1 October 2009 and whose delimitation scale is sufficiently precise under that Order.

However, not all of these areas are demarcated on the parcel scale and according to the strict application of the Ministerial Decree of 24 June 2008 as amended (absence of transects). In order to obtain this level of precision, it is necessary to carry out additional inventories on the ground according to the methodology and criteria set out in the ministerial order mentioned above.
Finally, these data present only a state of the knowledge currently acquired and cannot be considered exhaustive.
The benchmarks used depend on each study or inventory used to compile these data (between 1/5000th and 1/100000th). Similarly, the timeliness of these benchmarks varies according to the date of the selected study or inventory (between 1999 and 2015).
