It has since been revised in 2006, 2009 and 2014. The criterion for ranking in one of the areas is the tension of the local real estate market. As regards housing, the tension of a local real estate market is defined by the level of adequacy in a territory between the demand for housing and the supply of available housing. An area is called “wide” if the supply of available housing is not sufficient to cover demand (in terms of volume and price). On the other hand, an area is relaxed if the supply of housing is sufficient to meet housing demand needs ITS PERIMETER Zoning A/B/C characterises the tension of the housing market by dividing the territory into 5 zones, from the most tense (A bis) to the most relaxed (zone C). Zoning A/B/C is based on statistical criteria linked to territorial dynamics (demographic trends, etc.), local market tension and rent and price levels. Zone Aa: includes Paris and 76 municipalities Yvelines, Hauts de-Seine, Seine-St-Denis, Val-de-Marne and Val-d’Oise; Zone A: agglomeration of Paris (including the Abis area), the Côte d’Azur, the French part of the Geneva agglomeration, certain conurbations or municipalities where rents and housing prices are very high; Zone B1: includes certain large agglomerations or where rents and housing prices are high, part of the great Parisian crown not located in Abis or A area, some expensive cities, the overseas departments; Zone B2: central cities of certain major agglomerations, large crown around Paris not located in zone Abis, A and B1, some municipalities where rents and house prices are quite high, municipalities of Corsica not located in zones A or B1; Zone C: rest of the territory. The data does not fall within the framework of the Inspire Directive. **Collection context** A layer designed for the mapping needs of the Normandy Region, which can be used in several areas of community intervention. **Collection method** Data provided by the Land Use Planning Directorate. To determine the structuring towns the direction is based on the total population, i.e. equal to the municipal population added to the population counted apart from the municipality. The SWD is based on the fact that it is a legal population to which a large number of legislative or regulatory texts refer to.
