Dataset description
The Act of 11 February 2005 on “_**Equal rights and opportunities, civic participation of persons with disabilities**_” gave a new impetus in favour of persons with disabilities and their integration. It tends to **making accessible to all the entire movement chain**, from buildings to public space.
Article L.2143-3 of the General Code of Local and Regional Authorities requires the creation, in all municipalities with more than 5,000 inhabitants, of a **Communal Commission for Accessibility (CCA)**. Chaired by the mayor, this committee is composed of representatives of the municipality, associations or bodies representing persons with disabilities for all types of disabilities — including physical, sensory, cognitive, mental or mental — associations or bodies representing the elderly, representatives of economic actors and representatives of other users of the city.
**This committee carries out 5 tasks:**
* It draws up, within the framework of its competences, the **status of accessibility of the existing built environment**, roads, public spaces and transport
* It prepares a **annual report** submitted in municipal council
* It makes any useful proposals to **improve the accessibility of existing ones**
* It organises **a system for identifying the availability of accessible housing** for persons with disabilities
* It maintains, by electronic means, the list of establishments receiving the public located in the municipal territory which have drawn up a programmed accessibility agenda and **the list of establishments accessible** to persons with disabilities
According to the Order of 26 September 2014 on the accessibility of establishments receiving the public, public transport, residential buildings and roads for persons with disabilities, cities with more than 5,000 inhabitants are obliged to draw up a list of these establishments.

**Glossary:**
**ERP**: The LES or Institution Receiving the Public are all administrative buildings, local shops or premises where the professions receive (doctors, dentists, etc.).
These LES are classified into types and categories:
