# Mobile Frequency Observatory on Grand Paris Sud
In a communiqué dated 9 October 2012, Ministers Arnaud Montebourg and Fleur Pellerin wanted to make the deployment process more transparent by setting up an observatory on investments and deployments in mobile networks.
The Ministers requested that this observatory draw on the joint expertise of **the National Frequency Agency (ANFR)** and **the Regulatory Authority for Electronic Communications and Posts (ARCEP)**.
