The Climate-Air-Territorial Energy Plan (PCAET), new name since 28 June 2016 of the Climate-Territorial Energy Plan (TCEP), is a sustainable development approach specifically focused on combating climate change. The Law on the Energy Transition for Green Growth (LTECV) has strengthened the role of local and regional authorities in the fight against climate change, notably through the establishment of territorial climate-air-energy plans. Any intercommunality with clean taxation (EPCI) of more than 20,000 inhabitants must put in place a climate plan on a territorial scale, integrating the challenges of the quality of air.

The contours of PCAETs are derived from the geometries of municipalities or EPCI 2020 or d' aggregations of these geometries.
