The years 2015-2017 were marked by significant difficulties in the implementation of the Common Agricultural Policy (CAP). At EUR 2.35 billion between 2007 and 2016, France is the Member State that recorded the highest amount of financial corrections following refusal of discharge, which directly affects the general budget of the State. Late payments are expected to be settled by the end of 2018, but risks of refusal of discharge remain. These shortcomings are due to the complexity of the payment chain for agricultural aid and the proliferation of schemes. The Court makes seven recommendations aimed at clarifying responsibilities and simplifying the payment chain of aid for the 2021-2027 programming.
