The Quality of Transport Service Authority (a department of the Ministry of Ecological and Solidarity Transition) publishes punctuality statistics for different modes of transport (aircraft, train, etc.) on its website http://www.qualitetransports.gouv.fr.
This dataset is an aggregated extraction by mode and type of transport of multiple files in Excel format downloadable after too many clicks on the site.
