#### Presentation
The urban free zones (ZFU) are created in districts with more than 8,500 inhabitants particularly disadvantaged by the criteria taken into account for the determination of the Urban Redynamisation Zones. The list of these areas is annexed to [Law No. 96-987 of 14 November 1996](https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000000196404) on the implementation of the Covenant of Relance for the City. Their delimitation is made by decree in the Council of State, taking into account the factors capable of facilitating the establishment of undertakings or the development of economic activities.
The Decrees in Council of State [No 96-1154 and No 96-1155 of 26 December 1996](https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=LEGITEXT000005622427) as amended by Decrees [No. 97-1322](https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000000203790&categorieLien=id) and [No. 97-1323 of 31 December 1997], set the delimitation of the first 44 Franches Urbaines Zones (ZFU). Decree [No 2001-706 of 31 July 2001](https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000000579190&dateTexte=) amends the perimeter of the Zone Franche Urbaine de Grigny — Viry-Châtillon: the Grande-borne and the village of Grigny.
Decree [n°2004-219 of 12 March 2004](https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000000599528&dateTexte=) creates 41 new Urban Franches Zones. Decree [2006-1623 of 19 December 2006](https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000000641190) creates 15 new Urban Franches Zones. Decree [No. 2007-894 of 15 May 2007](https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000000821512) extends the right of way of 31 Franches Urbaines Zones.
The boundaries of the ZFUs are described in the annex to the decrees establishing or delimiting zoning.

— the list of municipalities registered in accordance with the decree
