A PDU is a planning document that defines the general principles of transporting goods and people, traffic (all modes) and parking within the urban transport perimeter (PTU). Its objective is to reduce car traffic with a view to improving the quality of air and reducing noise-related nuisances. It is mandatory for agglomerations with more than 100 000 inhabitants.The UDP covers all modes of travel involving passengers or goods:- motor vehicles (light vehicles and heavy goods vehicles) — urban public transport and within the perimeter interurban transport — two-wheel pedestrians. It is prepared by the Urban Transport Organising Authority (AOTU) and approved after consultation with associated public persons, municipalities and associations of municipalities concerned and public inquiry.Only the PDUs in preparation or validated are included in these data. UDP procedures cancelled before they are terminated are excluded.

The boundaries of a zone d’#x27;aira are represented on the map of hazards according to the level of l'random. In other words, polygon objects representing zones d'random form a partial coverage of the studied area of which each cover element is a closed polygon in which hazards have the same level of ' intensity. In other words, the criterion for cutting the zones d'random is the level of l'random.
