The PLU draws the agglomeration of tomorrow by organising and defining the expected forms of its urban development. It expresses the project of the territory of Grand Poitiers through a political, strategic and territorial vision of the agglomeration. The PLU defines and regulates land use throughout the territory:construction sectors, urban forms, natural sectors, reserved land for the creation of public facilities, etc. It is a legal document of general application which is binding on all (natural and legal persons) and referred to in order to examine applications for land use (planning certificates, building permits, prior declarations, permission to develop, etc.). The rights to be built are determined on each public or private plot. The data are not enforceable, only the paper-based PLU approved in the Community Council is enforceable against third parties.
